The draft Bid Documentation for the Right to Enter into a Concession Agreement on the Financing, Construction and Operation of Central Ring Road, Startup Facility No. 3 (CRR FS 3) was presented to the investment community at the public discussions held by "RHW" SC and the Ministry of Transport of the Russian Federation on July 31, 2014.
Representatives of both Russian and international investment, legal, construction, consulting and financial companies were involved in discussing the draft Bid Documentation.
Alexander Nosov, "RHW" SC Management Board Deputy Chairman for Investment Policy said that more potential participants were interested in the projects under discussion than before when similar bids were prepared and held by "RHW" SC.
At the discussion held on July 31 the draft Bid Documentation for the Right to Enter into a Concession Agreement on the Financing, Construction and Operation of CRR FS 4 was presented, as well.
Representatives of "RHW" SC and Avtodor-Invest LLC informed the participants of the main parameters and conditions of the open bidding process for the right to enter into the Concession Agreement. Professional market participants discussed with the project team the issues related to the bidding procedures and made proposals on improvement of the Bid Documentation.
The draft Bid Documentation was published on the website of "RHW" SC in order to inform the potential participants of the Bid conditions and requirements in advance.
"RHW" SC is going to announce the Open Bidding Process for the Right to Enter into a Concession Agreement on the Financing, Construction and Operation of Central Ring Road, Startup Facility No. 4 in September 2014. The Bidding Process will be held in two stages. The Concession Agreement is to be signed with the Bid Winner in 2015. The contract type is the Concession Agreement under the life cycle contract scheme (with the Concessor payment). The Agreement Term shall be 30 years (until 2045).
The 105.3 km Section will be constructed in three years (2016-2018). The total construction cost shall be RUB 64.1 bln (inclusive of VAT) in prices of respective years. The construction will be financed by the Concessor and the Concessionaire in the following proportion: 49% and 51%.
CRR Startup Facility No. 3 will pass across the north-west of Moscow Region from intersection with M-11 Moscow — Saint Petersburg Expressway under construction to the intersection with M-7 Volga Motorway. This CRR Section will pass across Solnechnogorsk, Dmitrovsk, Pushkino, Shchelkovo and Noginsk Districts and Chernogolovka Urban District.
The estimated traffic density will be 43.5 thousand vehicles per day as of 2030. This Section will comply with Class IA meaning a motorway with the rated speed of 140 km/h. The First Construction Phase provides for construction of four lanes (two lanes in both directions). 20 bridges and 52 overpasses will be erected in the course of the Section construction. The Project provides for construction of 9 multilevel junctions at the intersection with M-11 Moscow — Saint Petersburg Expressway, Dmitrovskoe Highway, Pushkino-Krasnoarmeysk, Shchelkovo-Fryanovo, Shchelkovskoe Highway, the north exit to Noginsk, M-7 Volga Motorway and three intersections with Moscow Small Ring.
The new Motorway operation shall be toll-based. The Operator rendering the toll collection services will be selected in the course of separate bidding selection by entering into a separate Agreement. This is because it is expedient to appoint one Operator that shall operate at all Startup Facilities of Central Ring Road.
