On September 29, "RHW" SC held a consolidated Road Show of Projects on Financing, Construction and Toll-Based Operation of Central Ring Road (CRR), Startup Facility No. 3 and Startup Facility No. 4.
At the presentation the project team of "RHW" SC presented to the investment community the main parameters and tasks of the projects and economic, legal and technical aspects and specific features of those concession objects.
Contrary to other concession bids of the State Company, the Operator will be selected for these projects by results of a separate Bidding Process. This is because it is expedient to appoint one Operator for all Sections of Central Ring Road. The Project implementation scheme provides for concession with the Concessor payment, when toll is collected from the users in favor of the Concessor (the State Company), and the Concessionaire receives annual payments from the Concessor at the Operation Stage, such payments covering the Motorway operation costs and the Concessionaire’s expenses for refund of attracted equity and borrowed financing subject to return on the invested funds.
Like the concession bid in relation to Stages 7-8 of Moscow — Saint Petersburg Motorway, the bids for financing and construction of CRR SF No. 3 and CRR SF No. 4 will be held in two stages, i.e. prequalification and competitive selections.
At the prequalification selection stage, the company’s solvency, experience in projects implementation within transport infrastructure public-private partnership, in Motorway construction and confirmation of the bids qualification criteria will be taken into account.
The State Company will hold public consultations with the companies having been selected at prequalification until the date of expiry of the Bid Proposal submission term in order to give clarifications and receive proposals related to the draft Concession Agreement.
At the second selection stage the Bid Proposals shall be evaluated by the results of comparing proposals of companies under the following criteria: the Major Grant (budgetary financing at the Construction Stage) and the Concessor payment (the Operation and Investment Payments after the object commissioning).
The event was attended by representatives of Russian and foreign investment, construction and design companies, credit institutions, consultants and experts in the field of public-private partnership projects.

Expressions of Interest will be received until October 31, 2014. Prequalification results shall be evaluated not later than on December 15. The Bid Proposals shall be submitted until March 27, 2014. The Bid results evaluation is scheduled for the end of April 2014. The total construction cost under the Concession Agreement shall be RUB 80.140 bln (inclusive of VAT) in prices of respective years. The cost may be reduced by the Bid results. The contract type is a concession agreement. The Agreement Term shall be 30 years.
The initial maximum cost of the Major Grant shall be RUB 42.931 bln, inclusive of VAT. The maximum Operation Payment shall be RUB 21.744 mln, exclusive of VAT. The initial Investment Payment shall be RUB 108.274 mln, exclusive of VAT.
Startup Facility No. 3 will pass across the north-west of Moscow Region from intersection with M-11 Moscow — Saint Petersburg Expressway under construction to the intersection with M-7 Volga Motorway.

There are 4 traffic lanes (Construction Phase 1). The roadway width is 2 х 7.5 m. The median width is 6 m. The shoulders width is 3.75 m. The road base type is heavy-duty. The surface type is macadam and mastic asphalt concrete.

The cost may be reduced by the Bid results. The Agreement Term shall be 30 years.
The initial maximum cost of the Major Grant shall be RUB 47.667 bln, inclusive of VAT. The maximum Operation Payment shall be RUB 20.635 mln, exclusive of VAT. The initial Investment Payment shall be RUB 94.869 mln, exclusive of VAT.
The 96.5 km Section will be built in three years (2016-2018) and will be a part of the new CRR A-113 Motorway being constructed.
CRR SF 4 will pass across the south-east of Moscow Region from the intersection with M-7 Volga Motorway (km 0 of CRR A-113 Motorway) to the intersection with M-4 Don Motorway. This CRR Section will pass across Noginsk, Pavlovsky Posad, Voskresensk and Ramenskoe Districts, Elektrostal and Domodedovo Urban Districts.
The estimated traffic density will be 40.3 thousand vehicles per day* as of 2030. This Section will comply with Class IA meaning a motorway with the rated speed of 140 km/h. The First Construction Phase provides for construction of four lanes (two lanes in both directions).
17 bridges and wildlife crossings, 40 overpasses and 9 flyovers will be erected in the course of the Section construction. The Project provides for six transport multilevel junctions at intersections with M-7 Volga, MSR (Moscow Small Ring), Egoryevskoe Highway, MSR — Chechevilovo — MORR (Moscow Outer Ring Road), M-5 Ural, Vostryakovo — Obraztsovo (entry to Domodedovo Airport), M-4 Don.
* For the long-term development the Project provides for 6 main traffic lanes with the roadway 2 x 11.25 m wide within the Second Construction Phase.
