The draft Bid Documentation for the right to enter into a Long-Term Investment Agreement on the Financing, Construction and Toll-Based Operation of M-11 Moscow — Saint Petersburg Expressway at the Section km 208 — km 258 (Stage 4) was publicly discussed on July 23 in Moscow.

The draft Bid Documentation was published at the State Company’s website on July 11, 2014.

Representatives of both Russian and foreign investment, legal, construction, consulting and financial companies were involved in discussing the draft Bid Documentation.

The discussion participants had the opportunity to read the draft Bid Documentation published on the State Company’s website on July 11, 2014. In the course of discussion comments and proposals were made to improve the Bid Documentation, many of which will be taken into account by the Bid arranger, "RHW" SC.

Section km 208 — km 258 of Moscow — Saint Petersburg Expressway will be constructed under the Long-Term Investment Agreement. The total object construction cost is RUB 30.88 bln, including the private investment attracted under the Long-Term Investment Agreement to be RUB 4.86 bln. The Agreement term shall be 23 years. The Long-Term Investment Agreement is a form of public-private partnership that was implemented for the first time in Russia in the course of construction of Moscow — Saint Petersburg Motorway bypassing Vyshny Volochek (Tver Region). Under the Long-Term Investment Agreement Stage 6 of the Motorway is also constructed at the Section km 334 — km 543. The objective of entry into the Long-Term Investment Agreement is to arrange for and ensure proper operation of the Motorway throughout its life cycle in accordance with the up-to-date performance parameters, environmental protection and road traffic safety requirements. The Public Procurement Notice for the Right to Enter into the Agreement is to be made until August 20, 2014. The Bid results shall be evaluated in November 2014.
