M-11 Moscow — Saint Petersburg , Stage 6 : Opening of Envelopes with Expressions of Interest

At the meeting held on October 24 "RHW" SC Bid Committee opened the envelopes with the Expressions of Interest to participate in the Open Investment Bidding Process for the Right to Enter into a Long-Term Investment Agreement on the Construction, Maintenance, Repair, Overhaul and Toll-Based Operation of M-11 Moscow — Saint Petersburg Expressway at Section 6 (km 334 — km 543) in Tver and Novgorod Regions (the First Construction Phase).

USK MOST OJSC and PJSC Mostotrest submitted their Expressions of Interest to the Bid Committee.

The Bid results shall be evaluated not later than on November 18, 2013. The Long-Term Investment Agreement shall be signed until the end of 2013.

The Parties to the Long-Term Investment Agreement will be "RHW" SC and the Contractor to be selected by the open Bidding Process results. The Agreement Term shall be 26 years. Once the construction is completed the Contractor shall maintain the Motorway, the toll collection system and the automatic traffic control system within 22 years.

The construction of 217 km Section of Moscow — Saint Petersburg Expressway will commence in 2014 and shall be completed in spring 2018 by the beginning of FIFA World Cup. The total project cost amounts to RUB 152.8 bln, the total construction cost is RUB 149.1 bln, including the Contractor’s investment of RUB 15.96 bln. The project will be implemented under the Long-Term Investment Agreement.

The Expressway Section will have four lanes along the entire length. It will pass across Tver and Novgorod Regions. The Motorway Section will comply with Class IA allowing to ensure the rated speed of 150 km/h. More than 100 bridgeworks and a number of junctions will be erected in the course of its construction.
