CRR (Central Ring Road), Startup Facility No. 1 : Project Information Memorandum Presented

On September 26, "RHW" SC published the Information Memorandum of the Project providing for Construction, Maintenance, Repair and Overhaul of the First Construction Section of Startup Facility 1 of Central Ring Road (CRR) in Moscow Region.
This 49.5 km CRR Section (km 96 — km 146) passes across Domodedovo Urban District, Podolsk District of Moscow Region, Troitsk Administrative District of Moscow and Naro-Fominsk District of Moscow Region.
Construction Section 1 of the First Startup Facility of CRR will comply with Class IA meaning a motorway with the rated speed of 140 km/h. The estimated traffic density will be 33,100-39,500 vehicles per day.

In the course of the four-lane section construction four multilevel junctions, 14 bridges, 24 overpasses and three flyovers will be built. The Expressway Section will be constructed in four years (2014-2018). The total object construction cost is RUB 57.79 bln, including the state financing of RUB 45.64 bln and the Contractor’s investment of RUB 6.77 bln.

The project will implement the life cycle contract model providing for the Contractor’s liability for the object quality within the entire period of the Long-Term Investment Agreement.

Under the Agreement the Contractor shall perform maintenance of this Motorway Section, including its repair and overhaul. The toll collection system and automatic traffic control system will be operated and maintained, and the toll will be collected by an Operator engaged by the State Company. The Agreement Term shall be 23 years.

The Agreement provides for the Contractor’s responsibilities to perform the construction site preparation and utilities relocation.

206 utility lines shall be relocated, inter alia: 92 communication cables, 75 high voltage power lines, 32 pipelines of different types, two oil product pipelines, three utility lines at railroad intersection, one water supply system and one sewerage facility.

This CRR Section will for the most part pass across hight-density development areas. The Motorway design solutions provide for measures that reduce consequences of adverse impact on the environment: special constructive works shall be installed, i.e. wildlife crossings to provide for animal migration paths, noise screens and anti-noise glaring shall be made in places with high noise exposure, storm water facilities shall be built to clean the Motorway surface.
